The Kenya Revenue Authority (KRA) has issued fresh guidance to businesses supplying goods and services to government entities, clarifying that both eTIMS and TIMS tax invoices are accepted under the government’s integrated payment system.
In a notice published on Tuesday, October 20, 2026, KRA explained that the integration between the Electronic Tax Invoice Management System (eTIMS) and the Integrated Financial Management Information System (IFMIS) supports the validation of invoices generated through either system.
The clarification, issued in collaboration with the National Treasury, aims to clear up confusion over which invoices government suppliers can submit when seeking payment.
KRA Clarifies Invoice Requirements
KRA stated that suppliers are not limited to eTIMS invoices alone, as valid TIMS invoices are also accommodated within the integrated system.
However, all invoices must meet the applicable validation requirements before they can proceed through the government payment process.
The authority said the integration is designed to improve transparency and accountability in public transactions, streamline invoice verification and strengthen tax compliance through automated checks.
What Government Suppliers Need to Know
Businesses supplying ministries, departments and other public institutions must ensure their tax invoices are properly generated and valid before submitting payment claims through IFMIS.
The verification process is intended to help confirm the accuracy of invoices and ensure they meet the required tax standards.
KRA and the National Treasury said they would continue supporting government entities and suppliers in using the integrated system to improve invoice validation and facilitate the processing of legitimate payments.
Will the Directive Speed Up Payments?
The clarification could help suppliers avoid confusion over whether their TIMS or eTIMS invoices are recognised by the system.
However, successful invoice validation does not automatically guarantee immediate payment. Claims must still pass through the applicable IFMIS payment workflow.
KRA encouraged suppliers experiencing difficulties with invoice validation to contact its customer support team for assistance.
The latest guidance confirms that both valid eTIMS and TIMS invoices can be accommodated under the integrated government payment system, subject to the relevant verification requirements.
