Embu Governor Cecily Mbarire faced intense scrutiny from the Senate County Public Accounts Committee after admitting to diverting Sh10 million originally allocated for the construction of the County Aggregated Industrial Park (CAIPS) to fund a political event.
The funds were redirected to support a boda boda empowerment summit, which included launching Savings and Credit Cooperatives (SACCOs) for motorcycle riders.
The event was attended by Deputy President Kithure Kindiki, highlighting its high-profile political nature.
Appearing before the committee chaired by Homa Bay Senator Moses Kajwang’, Governor Mbarire—who also serves as the national chairperson of the ruling United Democratic Alliance (UDA)—explained that her administration was under “immense pressure” to honor prior commitments made to the boda boda operators.

She stated that the county lacked dedicated funds for the promised support, leading to the reallocation from the industrial park project.
The revelation has drawn sharp criticism, with senators questioning the legality of using development funds for such purposes and raising concerns over potential financial mismanagement.
Critics argue that diverting money meant for long-term infrastructure to a one-off political gathering undermines essential county projects and public trust.
Mbarire maintained that the action was necessary to fulfill pledges to the boda boda community, though she struggled to provide a detailed breakdown of expenditures. The committee has indicated possible surcharges for those involved in the alleged irregularity.
